Not every fire risk assessment is the same. This guide explains what Type 1–4 mean, when they apply and how clients should define scope when tendering for the service.
Overview
The phrase “type of fire risk assessment” is often used to describe several different things.
For purpose-built blocks of flats, Type 1, Type 2, Type 3 and Type 4 are commonly used industry classifications. They describe which parts of the building are inspected and whether the assessment involves opening up the construction.
For offices, warehouses, schools, care premises and most other buildings, fire risk assessments are not normally classified in this way. The scope is instead determined by the premises, its occupants, activities, hazards and the depth of inspection required.

There is no single fire risk assessment classification system that applies to every type of premises throughout the UK.

Type 2: Common Parts With Destructive Inspection
A Type 2 fire risk assessment covers the same general areas as Type 1 but includes destructive inspection on a sampling basis.
Selected areas of the building may be opened to examine hidden construction, including:
- voids above ceilings
- service penetrations
- riser enclosures
- wall and floor junctions
- construction separating flats from common areas
- areas where missing fire stopping is suspected
Type 2 assessments are not normally required as a routine recurring exercise. They are more likely to be appropriate where there is evidence suggesting serious deficiencies that could allow fire or smoke to spread beyond the flat or compartment of origin.
The client must define who is responsible for opening up and making good. The scope may also need to address asbestos information, permits, resident communication and access to concealed areas.
A quotation for “a Type 2 FRA” is therefore not sufficiently detailed on its own. The tender should state the proposed number of openings, how samples will be selected and what happens if the initial investigation identifies wider concerns.
Type 3: Common Parts and Flats Without Destructive Inspection
A Type 3 fire risk assessment extends the inspection into a sample of flats while remaining non-destructive.
It includes the common-parts assessment associated with Type 1 and may consider the following inside selected flats:
- escape arrangements
- domestic smoke and heat alarms
- internal doors protecting escape routes
- layout changes affecting evacuation
- alterations that could affect compartmentation
- risks that could affect other residents or the common parts
Type 3 may be appropriate where there are concerns about the safety of residents within flats, widespread alterations or the adequacy of precautions beyond the communal areas.
Access is a significant practical issue. The building owner or manager may not have unrestricted rights to enter every leasehold flat. The commission should therefore define:
- the proposed number of flats
- how the sample will be selected
- who will arrange appointments
- how refused or missed access will be handled
- whether repeat visits are included
- whether rented, leasehold and adapted flats should be represented
A Type 3 instruction without an access plan may result in a report based on an inadequate or unrepresentative sample.

Type 4: Common Parts and Flats With Destructive Inspection
A Type 4 fire risk assessment is the most intrusive of the four classifications.
It covers the common parts and a sample of flats, with destructive inspection in both areas. Construction may be opened to investigate hidden compartmentation, fire stopping and the separation between flats.
This type of assessment should be reserved for circumstances where the available evidence justifies extensive investigation. It may be considered where:
- the building’s alteration history is unclear
- previous works were poorly documented
- serious compartmentation failures are suspected
- there is evidence that defects extend into flats
- a new owner has inherited a building with insufficient fire-safety information
A Type 4 commission may require coordination between the assessor, residents, managing agent, asbestos consultant, opening-up contractor and the contractor responsible for reinstatement.
It is not automatically the same as a comprehensive compartmentation survey. A Type 4 FRA uses destructive sampling to inform the overall assessment of life risk. A separate compartmentation survey may be required to locate and record defects throughout the building or prepare a detailed remedial specification.

The highest-numbered assessment is not automatically the best option. The correct type is the one proportionate to the building, available evidence and risks requiring investigation.
Assessments for Offices and Other Premises
Type 1–4 terminology should not normally be applied to offices, warehouses, factories, schools, healthcare buildings or other non-residential premises.
For these buildings, the assessment should be defined by the premises type and its relevant risks.
An office assessment may focus on escape routes, electrical equipment, staff training and multi-occupancy arrangements. An industrial assessment may need to examine machinery, hot works, hazardous substances and combustible storage.
Sleeping accommodation requires additional consideration because occupants may be asleep or unfamiliar with the premises. Care and healthcare buildings may require assessment of staffing, resident dependency, progressive horizontal evacuation and compartmentation.
Mixed-use buildings require particular care because different occupancies and Responsible Persons may share escape routes, service areas or structural fire precautions.
Government, Scottish Government and Northern Ireland guidance is organised by premises type because the expected precautions differ according to the building’s use and occupants.

Review, Reassessment and Specialist Investigation
A fire risk assessment review is not necessarily the same service as a full reassessment.
A review may consider whether:
- the building or its use has changed

A reassessment usually involves a new inspection and updated report.

How to Decide What Type of Assessment Is Required
